He was an ordinary youth, an active youth of village life who played good cricket but then suddenly political activities started during by-elections in the area where various political parties and organizations got active.


It was then that Iqbal came in contact with a banned organization and then he became Balikhiyara with Iqbal.


This is the story of an extremist who was wanted by the police in multiple murders, attempted murders, and terrorist incidents.


On Thursday, May 4, two militants were killed and a Deputy Superintendent of Police Abid Iqbal was injured in a clash with the police in Dera Ismail Khan, southern district of Khyber Pakhtunkhwa.


Militant Iqbal alias Bali Khiara belonging to the banned Tehreek-e-Taliban Pakistan and Lashkar-e-Jhangvi was also killed in this operation.


According to police officials, DSP Abid Iqbal of Tehsil Parwa Circle of Dera Ismail Khan was going to Parwa from Dera Ismail Khan along with the gunman in his private car when his car was fired upon in Fateh Mor.


District Police Officer of Dera Ismail Khan Abdul Rauf Babar Qaisrani told reporters that the DSP was injured by the firing of the attackers, who received three bullets. But in the meantime, their gunmen retaliated and opened fire on the attackers, killing both attackers.


The police said that these two persons were initially identified as Iqbal alias Bali Khaira and Mufti Javed.


Iqbal alias Bali Khiyara was wanted by the Khyber Pakhtunkhwa and Punjab police in 26 cases of murder, attempted murder, target killing, and bomb blasts, including 21 cases in Dera Ismail Khan and five cases in Multan.


The district police officer said that the price of Balikhiyara's head was set at Rs 1 crore five lacks.


From common villager to outlawed organization commander


Some 34 km south of Dera Ismail Khan, Tehsil Parwa is a backward area. Although this tehsil is located on the Annas highway, poverty is common due to water scarcity and lack of employment opportunities.


As a child, Iqbal alias Bala used to play cricket in the chattel fields of Chah Khanwala village in this area. Local people said that he was fond of cricket and was a good cricketer at the local level.


Iqbal studied barely up to matriculation but before his matriculation examination, he met some people from banned organizations.


A friend of Iqbal's school said on the condition of anonymity that 'even then Iqbal did not look favorably on the Shiites and used to speak against them.'


Local people said that due to the death of former provincial minister Sardar Inayatullah Khan in April 2005, this seat of his provincial assembly from Parva became vacant.


When the by-election was announced on this seat, all the political parties became active, including Jamiat Ulema Islam, the People's Party, and independent candidate Sardar Sanaullah Khan Miyankhil announced to participation in the election.


During this time, the activities of banned organizations also started in this area, so Iqbal also came in contact with some such people.


Local people said on condition of anonymity that Iqbal's activities became suspicious and his family members forbade him to stay away from such activities.


Iqbal did not like these things and he went further in his journey, where Iqbal was named in target killings and other assassinations.


When the police surrounded Iqbal, some of Iqbal's relatives were also allegedly detained, after which Iqbal's actions increased against the police.


There are also reports that after the arrests and torture of some of his family members by the police, Iqbal went to meet his relatives.

According to police officials, Iqbal was earlier associated with Sipah Sahaba Pakistan and later joined Lashkar Jhangvi.


After the death of Iqbal on May 4, the Tehreek-e-Taliban Pakistan said in a statement that his fellow commanders of the district, Muhammad Iqbal alias Shanibhai and Maulana Shaukat Baloch alias belonging to the TTP, were killed in the limits of Thana University in Dera Ismail Khan. Maulana Javed has been killed in an action.


Local police sources said that when the activities of Iqbal alias Balikhiyara increased, he joined the Istrana group of TTP and later formed his separate group Balikhiyara.


During this time, Iqbal alias Bali Khiyara carried out most of the attacks on the police, Shiites, and police personnel.


A head of a Shia family from Dera Ismail Khan said that one of his brothers was killed 15 years ago in which Balikhiara was nominated.


But Balikhiyara could not be arrested. He said that some members of his family, including his brother, were killed in similar targeted killings.


According to him, a man was killed for listening to occasional wails on his chung chi rickshaw. A shopkeeper was threatened and killed on the last night when the shopkeeper left the area.

Targeted operations


Ever since the operation was announced by the current government and military authorities, there is a fear that if a large-scale military operation is carried out this time, then which areas will be affected more.


But later it was clarified that these operations will be targeted and action will be taken at places where militants are hiding.


In this context, targeted operations were conducted at different places in Dera Ismail Khan, in which reports of the death of important militants were received.


These operations were jointly conducted by security officials, CTD, and police.


Targeted operations have been conducted in some areas of Daraban Chodhwaan and Kalachi in Dera Ismail Khan for about a month. Thus, after the targeted killing of Colonel Retired Muqrab Khan in Lucky Marwat district, an operation was conducted in the nearby area of Pahar Khel, in which reports of the death of militants were received.
